Implementation of 8 to 12 Digit HS Code in UAE
We would like to inform you of an important regulatory change affecting all businesses involved in importing and exporting goods through Dubai. Dubai Customs will soon require the use of 12-digit Harmonized System (HS) Codes, transitioning from the current 8-digit format. This adjustment is designed to improve product identification, enhance compliance, and align with evolving global trade standards.
What’s Changing?
• Scope: All products imported to or exported from Dubai must now be classified with 12- digit HS Codes.
• Effective Date: The new format will take effect in staged approach. The indicative implementation dates are provided.
• Required Updates: All product databases, commercial invoices, shipping documents, and customs declarations must reflect the new 12-digit codes.
• Compliance: Failure to update codes may result in customs delays, penalties, or shipment rejections.
Implementation Phases:
• GCC Trade – 1st August 2025
• Free Zone & CW to Local – February 2026
• ROW to Import – August 2026
• Temporary Flows – February 2027
How to Prepare:
• Review and update your product classifications to the 12-digit format.
• Coordinate with your suppliers, customs brokers, and logistics partners to ensure accurate documentation.
• Train relevant staff on the changes and update your systems accordingly.
